There might be terms and conditions that say you have to be over 18 to have a channel. or at least over 13. Then you can have it flagged because I don't know if you can prove that you're the parent of said child. Even if you cancel it, they can probably just create another one. Perhaps you can report all his videos and say that you're the parent and they are under age. You could block youtube on the kid's computer or device, but that would be pretty devastating.
