Dear Confused Cat Lover,
Ah, the same problem as me, but dont worry.
I also just loveloveloveloveloveloveloveeeee
cats and my mom is allergic too and even my mom had tons of cats when she was of my age =D what a coincidence XD anyways, you should sit or lay down anywhere, be calm and think and talk to your wise self.
Your mom can not live with cats as long as she have allergies, right.
Do you care for your mom. Do you want your mom to be healthy and happy. Well, you can trying helping out at an animal shelter or you can also get more info about your mom's allergies. There are also some hypo-allergic cats. HYPO-ALLERGIC means they are allergic but not as much as with alot of allergies. But I still recommend you not to keep cats for now.
If you really want a little pet who is cuddly and cute, you can try keeping a hamster.
I would too but the thing is that I cant find hamsters in my local pet shops XD
Anyways, here are some more options for you

Volunteer at a local animal shelter
Give food and shelter for a stray cat on street and earn the cat's trust
Get a hamster
Play an online animal game called AnimalJam
Play Talking Angela
Play My Talking Angela
And above all
BE PATIENT

Hope I helped you out =D
Your's truely,

There are cats that are far less allergic to allergy sufferers but if the person is extra sensitive, finding a low allergy cat still may not work. But it is worth a try.
Read the attached article and be sure to have Mom read it. All the cats listed would require purchasing from a breeder as they aren't commonly found in pet stores or in the classified ads. She would first need to be willing to go this route and spend some time in the presence of such a cat to see if she is allergic. There are suggestions in the article but I would say to contact a breeder of the type of cat you want to try and ask if he'd call several people who've bought the cat from him and ask one if an allergic person can come to their place for a bit of time to see if they get an allergic reaction from the cat. Petting it and/or letting it lick ones hand is a good way to find out. Mom may not be willing to put in the time to find out. Or it still may not work, in which case, you'd have to wait until you are old enough to move out and have a place of your own to get a cat.

Yeah you can't get a cat if your mom is allergic. That'd just be plain mean to do that to your mom.

I like Rahzie's advice on volunteering at an animal shelter.

Or you can get a hairless cat haha

Your mother's health is far more important than your desire for a cat. I'm sorry. There is no two ways about this. Allergies are absolutely, without question, more relevant to this decision than your love of cats. You cannot bring a cat into your mother's home if it will trigger her allergies. That is not okay. No one should have to live with constant illness caused by allergies, or spend thousands on allergy medications and treatments, if it can be avoided. You cannot expect or demand your mother do either of those things.

Wanting a cat is not a good enough reason to make your mother sick.

You might want to look into volunteering with an animal rescue or SPCA. That'd be a good way to spend time around cats who could use the company.

Until you are living in your own place, in an arrangement where a cat can be brought in and everyone can be healthy and happy, you cannot have a cat.
