I had a 2000 Neon a while back, supercharged that motherfucker to a fare-the-well, so I'm pretty familiar with the overall design. Neons were built in Generations, so the parts are interchangable over gaps of about 5 years or so. then after that, they do a complete redesign. As far as I'm tracking, your 95 is a 1st gen. the 00 is a 2nd gen. to be perfectly honest with you, I never looked into the 1st Gen's engine schematics(because I was interested in doing badass things with the neon...), but if its the same 122 cubic inch engine as the 2nd gen, you might be able to pull it off. first thing you need to look at is- are they the same transmission type. next, put both of them up on jacks next to each other, and roll back and forth checking measurements.
I fucking hated the sideways motor and goofy ass transaxle, but that fucking car can do 130 in the straight with only about 300 bucks in performance parts. My natural inclination is that it won't work, but I've seen 350 small blocks thrown in nearly every kind of car on the planet, so, Good Luck with your mission.

I put a few more things into my goofy little sporter, but these will not only give you a boost of ~25 horsepower, but improve your fuel efficiency drastically.

I looked it up and found different part numbers for the years you asked about, so it doesn't look like the part will swap between a 1995 and 2000 Dodge Neon.

On the high side, though, it is a fairly inexpensive oil pan, as these things go.
