Uh...
I think he's overreacting a bit if he likes someone else and still acts possessive of you. Just be sure to not do that to any guys you may or have dump(ed). The thing is, its common for people to still feel possessive of someone theyre "not seeing anymore", so there's no way to tell.

I think you guys aren't mature enough to date.

First of all, look at the way he's treating your best friend. That's a pretty good indication of how he'd treat YOU if you ever went out. Secondly, she's your best friend, and you shouldn't let her be treated that way.

THIRDLY, would you honestly pick a guy over your best girl friends? Relationships during adolesence have a .0000000001% chance of surviving to marriage. Friendship can last a lifetime.

I don't think it's a matter of whether he likes you or not, that's not the big issue here. The bug issue is whether he is ready to date or not. You need to look at this from different angles in order to see the whole picture.

I think he doesn't know what he wants. What he needs in a good week or two just to think. He seems to be at a point where he is confused, unsure if change is better. It's probably safe to assume he's a bit of and emotional wreck in his mind right now. Seems he might like you, but he himself hasn't been able to figure out what he's thinking. Unless you’re prepared to lose your best friend, I'd stay out of it.
